Role and Responsibility of the Expert Witness - Engineer - ENRADD Speeding Devices

An engineer expert witness (EEW) is someone who specializes in engineering,  that assist the judicial system  (judges and/or juries and/or lawyers) to  understand the technical aspects of their case. They may be asked to explain how science applies to certain situations, in cases of laws and/or regulations. The EEW, may testify about police ENRADD speed measuring devices, geographic of the specific roadway as well as the proper use of the said device.  All of our conclusions are from evidence based data, NOT speculations. 

How Police ENRADD Speed Measuring Device Works? - Speeding Expert: 

The ENRADD device utilizes infrared technology to calculate speed based on the timing theory between two designated points with a known distance, such as perpendicular roadway lines or sensors. The ENRADD system (EJU-91) has been approved by Penndot under 75 pa C.S. 3368 (3) / PA Bulletin 33 number 31. Using a simple formula, we can calculate the distance (d) by subtracting the initial distance (d1) from the final distance (d2), and the time (t) by subtracting the initial time (t1) from the final time (t2). From these calculations, we can determine the velocity (v) using the formula v = d/dt. The police officer or trooper operates the ENRADD unit to observe and record the speed of the target vehicle (yours or the defendant) using the LED/LCD digital display of the ENRADD system. The police officer/operator conducts a series of prescribed tests that can help determine the proper functioning of the device. It is essential for the police officer/operator to receive training in the operation of this particular speed measuring device.

Methods of ENRADD Set-Up:

Catch and Chase:

The process involves the use of two police vehicles. Police vehicle one is positioned as a stationary unit that sets up the ENRADD speed measuring device on the side of the road. The operator activates the speed measuring device, which detects when the target vehicle breaks the first beam and later breaks the second beam, resulting in an output. The police officer or state trooper then reads the digital display showing the speed of the target vehicle. This information is communicated to a second police officer in vehicle two, who is located ahead, through a police 2-way radio. Finally, the pursuing police vehicle initiates a traffic stop on the target vehicle.  Watch the video >
